I agree this has balance and it's execution is spot-on.  I think this is the best of your series.......you're doing some good experimentation with shutter speed.  The sky and water both have a really special quality to them.  Now I'll go and comment on a couple of your other shots.

Of your long exposure series, this is easily my favorite.  One, you have great clouds,  Two, and most important, I like contrasts, and the boulders in the foreground contrast with the buildings on the other side.  They also tell a story; it's as if the rocks are looking across at where their kind once resided, now forever gone.  It's the contrast between the natural world and the built environment that you've captured so well, and you've done so in an aesthetically interesting way.  That, IMO, is excellent photography.
