I don't remember exactly. But from the number of fire circles and the aperture shown from the lights (probably f11) I think it was 15s.

By the way what are the fire circles? How was it done?

For the one asking the fire circles is actually two cords with fireballs attached to them. People swing them around them at night for the fun of it and the pleasure of their friends and passerbys. Go on any bridge in the center of Paris close to Notre Dame and you'll see them.
