Gail, this is a bichon. At least it's the name in French. I'm afraid I don't know the name of this brand in English. This picture was taken in Taipei during a dog fair. A lot of dogs were there and a lot were wearing clothes. I know it looks strange to some of us but here it's a common thing.

in san antonio, texas we also have a pooch parade, we dressed our dog as "bandito". wonderful again.

I thought it might be a Bichon, I have one but her hair (adult hair at least) is much curlier. Thankyou for identifying the breed for mean Jean-Marc.
