Can't tell if the polarizer is causing this lack of sharpness! But it is at least possible.

Conspicuous is that the right edge is very unsharp.

 

To test your filter I suggest looking through it with a binocular or a small telescope!

That would immediately reveal any defect!

Hmmmmm - my guess off the top of my head would be 400 speed film. Is the scanned from a print or a neg ? ............ Before I knew better I was having my print film developed with a matte finish - which shows up dramatically over gloss prints when scanned. Not sure if that's the case here but something to keep in mind. What scanner are you using ? Avoid all of the 'Fischer-Price' models - smile.
