Interesting shot; I'm guessing she's a street performer? Pity it's a bit blurry, but there is plenty of detail here to let us know what's going on.

Actually Christian, she's just a kid, a young girl, or pre-teen, very pretty, who was with a group of kids at a pizza restaurant enjoying a giant 'slide' outside the restaurant after dark (hence the blurriness) at Halloween in Coos Bay, Oregon one evening as I stopped while passing through. Her friends and her were very well made up by their moms in Halloween garb and makeup and this exposure was about 1/2 second without vibration reduction with an 80~200 mm ED Nikkor lens fully extended and she was actually probably unaware her photo was being taken even though she 'seems' aware of it (she's probably looking at mom or someone next to me or in front of me.
