This flash and blur technique was achived buy using a Vivitar 285 HV flash held off to left the side of a Canon T-90 with a 24mm f2.8 lens attached and calculating my exposure at 2 sec @ f8 as well as setting the power of the flash to closley match the ambient light so that it would not overpower the background.
