Interesting effect with the water. Did you manipulate it or did it come out this white due to the turbulence? I like the perspective of the shot and the abundance of earthy colors contrasted with the white water. Pretty cool image.

nope, its unmanipulated - the water was rushing over pretty fast though!

I'm not sure the empty sky top left does much for me but overall I like it. Good perspective and detail.

Composition is keen. The placement of the curve of the top of the dam and its "movement" deep into the scene is compelling. Not sure why, but the angle of the mountain/hilltop going down to the left is pleasing. Further, the bare tree in the bottom right corner gives more perspective to the vastness of the dam and strengthens even more, the depth of the scene.

As for the vacant blue sky, I like it. I'm partial to blues and browns. The blue of the water gives strength to the sky. However, on the other hand, a bit of white clouds could possibly (???) give accent to the white water.
