These have been done quite a lot, some better, some worse. This just seems to have an overall soft look to it. With a time shot like this, to get the motion in the water, it is always nice to have the surrounding elements very sharp. It also seems very contrasty, something I normally like but the trees and leaves in this just don't do it for me because of the high contrast.
