An offensive outfit, but the more I appreciate the braveness of wearing it. The photo itself, from a plain photographic point of view, is not very special, I'm afraid.

Can anyone translate marielou's comment?

An interesting subject (ugly attire, ok) but the photo itself is too busy without telling us anything about context. You've got a man with a camera, somebody attired and tagged for a marathon, your subject and a non-descript woman. What was going on?

About Marielou's comment, Babelfish said "I would not have dared to subject such a photograph, vulgarity... Désolée". Can't vouch for its accuracy, though, not speaking french myself (but it sounds like Yoda translated it).
