I think this may become a little better if you either filled the frame entirely with that really strong face or gave us a full body shot. This seems somewhere in between. You may also want to try a different background. The concrete kind of sucks him in rather than pop him off the page. Maybe some green grass, something that lets you really see his bumps and curves and contrasts well with his skin. It might also be worth a try to get him to make good solid eye contact.
