Great tonal qualities, composition, exposure, alignments and range of textures--not to mention an interesting subject!  Very well done, Michael!  I find the layer of birds, however, somewhat distracting--imposing a dissonance upon the soft sky.  If this was your intent, you've executed it well, but I think their absence would: a) increase your image's minimalism, and b) help to direct focus on the bridge's strong leading lines (which effectively juxtapose the soft water and sky).  I'd like to see a 'birdless' version of this image.

Thanks very much for your critique and thoughts about whether to include the birds or not. I really appreciate it. The birds were in fact there just as you see them on the photo, but captured a few seconds after ending the long exposure and afterwards blended in in PhotoShop. I think my idea was to add life to the in some ways "lifeless" long exposure. Also a kind of juxtaposition. However, I perfectly see your point concerning distraction and weakening of minimalism and I will indeed look again on a version without the birds.

Only if you feel it tells or faithfully expresses the inner story that you want to convey.  You're the artist here; I'm just a passerby... :)

 

BTW - Excellent blending of the two shots!

The long exposure worked perfectly for the purpose of dramatically slowing the movement of the could and water.  I don't see the birds as interrupting the peaceful mood of the sky; to me, they add interest.
