This is very Orwellian; man's habitat conforming to a myopic architectural social standard.  Bland colors, consistent spacing, and matching the house foundations to the horizon further reduce any individual dynamic that would depart from this theme.  The "observer" looks suspiciously like an "inspector" that would identify inconsistencies and involve the proper government police to rectify.
