The businessman's perfectly neat and coordinated clothing - black suit and hat, white shirt, matching tie and pocket square - unfortunately is out of sync with his surroundings.  The bricks display the ravages of time; they are not uniform in color or even shape.  He doesn't like environments like this; they are not consistent with his expectations for everything to fit company standards.  The look on his face shows that he is uncomfortable in this environment, and the sad reality is that those who drive big business generally do not recognize how out of touch they are with the world around them.

You are right, quite right! The picture shows something like you precisely described, but the title says that this is an FBI or CIA agent welcoming the person who is to be harshly interrogated!
