There is a feeling of confinement, of being fenced in or even caged.  The tight crop adds to that feeling.  The girl seems to be rushing by, and I can imagine her frantic and desperately wanting to get beyond the fence.  It's an odd sense to get, knowing that she's on a playground.

The, on average, dark tones of this image together with how the fencing chops up the image into static blocks contrast with splashes of sunlight that reflect off the child's hair and face, her fluid, leaning (running?) posture, and her smile--just visible in one square opening in the fence. The contrasting elements make for creative tension that I find interesting.

My first thought was that this is a graphic image - as in graph paper, especially the kind that has every fifth line printed heavier.  As Mark said above, it is interesting how the fence makes 'blocks'.   Now I'm seeing the fence more like blocks - children's building blocks or Legos.  The squares in the fence are also like pixels.  I agree with Mark that the geometric fence contrasts nicely with the organic form and the diagonals provided by the girl.
