Spotted this as I was driving around. I have no idea what is going on

A nice moment of kitsch. However I feel the background is a bit dark and contrasty for the subject matter, a little out of balance. It's a great subject but I'd like to see a few different angles and points of view. I think there's a classic bit of irony/comedy here somewhere.
