To me, the photo itself seems more ironic (though not even that much) than surreal, even though the figure is a surrealist. I think creating a surreal photo here would have been a great idea. The man walking by is not all that interesting and doesn't seem to relate to the wall enough to make it that compelling. And if something about the photo didn't make usual sense, I think that feeling of the surreal could be communicated.
