Mike, the most prominent element in the photo, the one that immediately catches the eye (mine at least), is the white wooden "ball" along the lower edge.  I think if you had moved forward and started with the rail instead, it would have worked better.  Also, the left edge seems quite crowded.  If you wanted to include the fence, shadow,and street lights (all nice, contrasted elements), I'd consider panning the camera a bit to the left.  It's a difficult composition, but one worth working with.
