You have a very cute model who is not afraid of the camera obviously. This is what works in my eyes. What doesn't is the very tight vertical crop and a busy background.

Nice shot . The crop at the top is too tight , A bit more headroom was great

There is a nice sense of sweet innocence in the shot contrasted by the "grown-up+ style of the dress and hat. I agree that more space on top would be better. i would also be tempted once it was opened up to crop it tighter on the sides so that it takes on an extreme height in format. The background may be a bit busy but doesn't bother me too much. You might bull it down a little or blur it a little or both.
