My guess is that it's a pocket LED torch.

 

No need to guess if it's a great capture!  Nice composition, cool blue light in the dark is a winner.

Thanks, Matthew, and you're very close.  It's in fact an image of an ordinary pocket torch, treated with a blue overlay map.
