When shooting an image with closer foreground on one side like the left side of your photo, I often find that it helps to light the scene from the other side of the camera.  By moving your strobe to the right, or just turning down the power of the left strobe if using dual strobes, you may have been able to give the eel more attractive highlights and avoid blowing out the foreground.  Happy diving!
