It's a bit of a failure in my opinion. I think it would have worked much better for me with more depth of field because I find the out of focus wave very displeasing. The placement of the ring is very good and gives a clue to how nice the image could have been.

I like it.. I also like the DOF. Maybe it would add something extra with a longer shuttertime so the water would look smoother.

 

the water and the concrete having similar (contiguous?) colors; all colors being so subdued (especially on the small size displays of this photo) that one can mistake it for sepia; and the thing giving us most clues (shadow, change of color and definite shape), the ring. i can see why another suggestion was to get a better focus on the water yet i'd definitely go the other way and blur all distinctions surrounding the ring!
