The light here is pretty flat, and it's difficult to be shooting into the sun.  I suggest you try working on this in two stages, first to lessen the exposure and increase the contrast in the sky, and then to increase the contrast among the buildings.  However, parts of the sky and the reflection on the water may already be lost to overexposure, but it's worth a try.
