There are a few things I would try differently next time. First there is a lot of empty space (sky) in the upper left. I would lose most of that. Second, the trees in the lower right, while giving contrast to the sky and the capitol building offer no apparent color or texture, they seem flat and black. you may want to try and meter a different area of the scene next time to try and get a little lighter exposure on the foreground, and bracket the shots to see what you get. Also, while the angle of the shot is novel and untraditional, it highlights the more uninteresting area of the building. Next time try including more of the center part under the dome or balance the left side by showing some of the right, or even add a human element by placing someone on the left to fill the void.

This picture looks just strange with those completely black bushes and trees and burnt white building, this including that dome which is totally white and looks almost two-dimensional. If the light is really that strong and this is not some odd feature from scanning or "adjusting" the levels, it might help to take the picture when the white walls does not act as a direct reflectors for the sun. It would also introduce few shadows, and as you can see, the only wall that has almost normal grays is the side of that left wing.

When it comes to composition a little more rule of the thirds would have helped. Maybe moving a bit to the left to avoid those branches, taking just a little more of those stairs into the picture and giving that dome some space to its right side?
