 Indeed it is low key and quite effective with the light hitting her face and outlining her arms.  You have clearly understood that a low key picture must have lighter elements for it to make photographic sense.  I do think that you might improve upon it by having enough light on the hair to separate it from the background.  Careful post processing techniques could do that for you.  This was just my quick  attempt to give you the idea of what I was thinking.
