Nice setting. Good capture.

The use of ND filters and small apertures (stop down) really impacts the color saturation and scene dynamics in a negative way.

I understand you want a slow shutter to blur the water motion, but two ND filters is not necessary judging by he lighting available. Remember, glass in front of a lens does one thing for certain, reduce the optical performance.

I would have set the ISO to 100, used one ND at F/22 and relied upon post processing to develop the final image. The exposure would have been between 1/2 sec to 1 sec. Your Nikon D90 sensor has a wide dynamic range that would allow you the latitude needed to get a shot like this without the F/255 and two filters used.
