Not for me, sorry.  These seem to be two disparate elements brought together for no apparent reason.  One is only partially shown, and the other is OOF and essentially featureless.  It's hard for me to make something out of that, although I can appreciate your efforts and desire to try.

Sitting on a desert beach under the cloudless sky and the baking sun you will naturally squint and the landscape turns into three horizontal stripes of colour: sky, water, and sand. The sea oat contours bring you back to reality: sitting on the beach.

I find the idea very interesting, but the execution can be improved:

- Be sure the camera is perfectly level

- Center the sea in the frame as to puzzle the viewer

- Put some ND filters and a polarizer to cut the reflections from the water

- Open up the lens to get the three stripes completely out of focus

- If on top of all this you can place the sea oat in some way that brings up some dynamics to the picture, then you’ll have a winner.
