Justine, I like the man sitting on the green bench, in front of the razor wire, with a large book (possibly a Holy book) overlooking this vast landscape. The large golden dome looks somewhat like a sun—perhaps it's a place where he finds solace. 

The Horizon looks slightly askew, perhaps rotating slightly to the left would correct this.

There is an interesting message coming through. This solitary man before the barbed wire, with the background of an arabic-looking town.

However I think a deal can be done to make it stronger:

  1. Adding a bit more foreground: stepping back a meter (three feet) or so
  2. trying it in black and white
  3. making sure that there is enough contrast, this one is maybe a bit too soft

Just one indication: my suggestions relate to composition, framing and snapping. I do not manipulate photos on my PC, so I don't know about that.
