Coney Island Mermaid Parade. I've seen this fellow at the Pride

Parade, Mermaid Parade twice, and West Indies Day Parade. His dyed

poodle and parrot are constant companions.

Yes, I've seen him many times. He is a regular of (at least) the Coney Island Mermaid parade, the West Indies Day parade, and the Pride March. Always with the parrot and poodle, dyed to match :)
