What is the subject? I would say the people..not the sky..so get rid of all that sky..and crop just above the building on left..

The big problem here is the exposure..or time of day..lighting is not good..way to dark..you need to return and get some nice golden light on this..like end of day before the sun sets..I see what you were trying to do..but it doesn't work. YOu might try to salvage this picture with high satuation and sharpening..or a filter from one of the add on companies..I have included an attempt...such as it is..keep shooting.
