To my eye, this is not at all foggy -- just blurred in post-processing.  Am I totally off base here?

I guess so.  The effect of fog usually increases as the distance increases, but here the effect is the same on the immediate left as it is in the very far distance.  It also usually produces a white sky, especially in the distance (as opposed to directly overhead), but that's not the case here.  Those are the parts that are puzzling to me.  I apologize if I'm wrong, but in this digital age sometimes an image is not what it is reported to be.  I think it's always best to describe accurately how the image was made and what it was intended to produce, and then let the viewers provide comments on the degree of success of the outcome.  That's the only way to increase one's skills (although I realize that's not always the only reason some people post a photo for critique).
