This is a picture I'd have been proud to take. Too bad it doesn't snow in LA!

I think your photo would have been more effective if you moved the nearest bench out of the middle towards the left, so that the lead-in line stretches completely across the frame. Fortunately, this can be easily changed through cropping.

 

Also, I think it could have been stronger if you used a wider lens and moved closer to the bench to exaggerate the perspective between the foreground and background.

 

Otherwise, not bad. I like the way the light falls in the shadows behind the benches.

This looks like its still in 'color', despite the lack of it, and I think it would do better just in straight out b/w or even sepia. Also, while I think the subject has a lot of potential, I'd reccommend working on the crop a bit. As it is, it seems to lack energy - the eye doesn't move around the frame. Perhaps a square or near-square crop, taking some off theleft?

I really like the composition and the stark contrast between the dark chairs and the snow. I did my first photographic project (not great, mind you) on snow scenes and this brings back memories. Very well done.

Nice composition. A tighter crop would have enhance the image further IMHO
