A curve adjustment would probably bring out a lot more in this photograph. Give it a try.

I've already adjusted all that I can. This was so washed out that you could barely see the picture. The sky has been PSed in and levels adjusted just to get this. It was taken on one of those grey washed out days when everything looks terrible. It took me several days of shooting to get the exposure right. When I get some of the North Dakota pictures posted then they should improve.
