This is brilliant!  I keep going back and forth from the bird looking back at me to the street scene in the background.  I immediately saw Van Gogh, as did so many others.  It also has an "other worldy" aspect to it that makes me feel as though I am being observed rather than the other way around.

You are a master.

I really, really like this Pierre !!!   Your creativity and imagination are unmatched.  It was interesting to read how you edited this with filters.  I am familiar with those filters but my results just don't compare.
