I've blurred the background of this picture because it felt plain

ugly (with thrown out plastic bags and things). Did I do it right?

(The question refers to both technical and aesthetic issues.) You can

I still learning, but if I use a low f stop the blurry background looks great. Certainly trash would ruin the picture.
