Interesting blurring edge technique to focus attention to the main subject: shallow DOF or post production technique?

This was done with a 'Lensbaby'. It's a question of finding the right subject at the moment. I have photographed this sign before but the peripheral stuff seemed to intrude too much. I thought the blurred effect suited this scene and gave it an attractive 1940's feel.
