I like the photo concept, but perhaps the angle is what troubles me a little and the flare from the light also.

I was thinking perhaps this would be a great picture taken from another angle. I like the long exposure and the water seems very nice also. You no doubt took this with a tripod. And the blue on the curve is wonderful. But just don't like the angle. Also, have you tried taking this at sunrise or sun set. The building are lost in the background at present but would be more pronunce at sunrise or sunset (the Magic Hour). That goes for the clouds also.

But it is a interesting photo, and Cityscapes always catch my attention. Check out my portfolio, of new york city photos and tell me what you think.
