The very great thing about this shot is the reflection of the windows from the tall building makes it appear as if the sky is a ceileng(or floor) very creative...But..I wonder how did you do it? Did you actually take the picture that way? or just flip it in PS?

The building i took the picture from had

reflective glass and the ceiling lights were on

 

so when the picture is rotated

the ceiling lights look like a floor across the sky
