It's well exposed, good pose but I think the sharpness (what lens were you using?) is not there otherwise it would have been really great. Way better than what I got this past weekend though, I saw one similarly in a tree like that and I was using a 70-200mm which didn't have the reach I wanted then I tried my 200-400mm with and extender which gave me good reach but alas the quality and my hand shake ruined my shots.

Yes, it's a picture of an eagle - a wonderful subject. Quite frankly, the picture is very bad. I believe it's the equipment that doesn't allow you to capture such a subject, not knowing your camera leaves me guessing though. Here's a few suggestions to make it better:

 

Try a faster shutter speed to make the photo sharper.

 

Find an angle that doesn't include distracting elements (in this case, the branches).

 

Try eliminating the chromatic aberration; it's probably your equipment - You could try reducing it in PS. It helps to learn the limitations of your equipment.

 

You could also add some contrast as the light wasn't the best for the situation (colours are washed out, probably because of white light).
