It means drugs and gangs. Interesting image, but it has a lot of spots and scratches in it as well as digital artifacts. The white parts of the clouds are too blown out for me. Compositionally, I like it, especially the idea of the dark, forboding clouds. Maybe a dark blue tone would also work. Just my two cents, submitted respectfully.

Lol! I say it means something in "" because everyone has a different explanation of what shoes on a wire mean... gangs, drugs, police, guns.... I firmly believe it means : someone threw some shoes up on the wire.
