This inscription is part of the work of a Bristish artist called Banksy who is "famous" for his murals of army rats trying to take over London as well as for numerous murals performed on the demarcation wall between Israel and Palestine.

I checked Bansky cool artist and nice work. Thanks! I took this about a year ago in London in a pedestrian underpass for the Marble Arch (not 100% sure) Central line tube station.
