Beautiful shot. I am not sure if it is rain or accentuated grain in the bottom part of the photo. You could use the blur tool in PS to manually reduce that noise.

Really appreciate your encouraging comments. I agree with Tony that I could blur out the background to reduce the noise. I will get a PS on my desktop in future. Right now, I just use ArcSoft for some simple retouch.
