I like the image, but I think that you need some foreground element. Perhaps if you got closer to the bridge so that it was in the foreground it would be stronger. Also, try putting the horizon either above or below the center of the image and see what you think. Putting the horizon below the center of the image will emphasize the sky, and putting it above will emphasize the river.
