The composition is very effective. The close-by and sharp bow sprit, so close to the edge of the frame, seems to convey a sense of trapped energy, like the boat was ready to go... the way she seems to "suffer" the fact to be tied to the dock is amplified by the blurring of the flags induced by the long exposure. This -at once- talks of wind onto a tied-up sailboat, and tricks me in imagining this trapped energy, then amplified by the tight framing of the vessel.
