The flowers are purposely out of focus to direct your attention to the names and no other element of the photograph. Used Tokina 28-70/2.6-2.8 set at 28/2.6 and 1/250th in early evening.

The flowers are purposely out of focus to prevent your eye from

staying on them for any length of time. The only thing I wanted the

viewer to notice was the names.

would a longer exposure time have worked better, even at the risk of pulling the flowers into focus? I do like the colors from the time of day -- seems very appropriate for the picture.

Nice flowers.

 

I think the upper left is pretty distracting. Hard to tell what is going on there. I would turn your camera toward the memorial, enough to remove the distractions to the left and would also enhance the names.
