At first I thought caged too, but he's enjoying the sun, is cared for with glossy hair, tags, and uses the bar to rest his chin comfortably.  I recognize this pose/look so well.  Such longing.  I love this little shot.  It's not showing a big philosophical existential dilemma, just a simple shot of a simple moment, pulling at the hearts of us animal-lovers.
