I was surprised looking through the Nikon CP5700 manual to see 32F as the cold weather limit. I had one out in -18C....for a short time.

I would expect that low temperatures would be more of a concern for the moving parts of the camera, so the true minimum operating temperature for a DSLR would probably be similar to a film camera. Electronics usually perform better at lower temperatures, although the same cannot be said for batteries. Heat, on the other hand, can really make electronics get squirrelly, degrade image quality, or caquse them to fail completely.

Canon Digital Rebel/300D manual, page 50: "The higher the ISO speed and the higher the ambient temeperature, the more noise the image will contain and the larger the image file size will be." Somebody living in a warmer climate could test this, it's too late for me here in Minnesota - we had our first frost this morning.
