I really like your sequence of photos and description! There is a park/soccer field complex not too far from where I live where I sometimes walk my dog. Last spring, there was a guy in what might best be described as a Bat Suit teathered to what looked like a parachute trying to catch some wind so he could get airborne over the soccer fields. He was not successful. I did not have my camera handy to so I didn't get pictures of his endeavors. My guess is what that guy was doing may be roughly the terrestrial equivalent of what they guy in your pictures is doing on water!
