eBay has drifted so far away from "neutral" to "the buyer is always right" that sellers are now far more likely to be scammed than buyers. At this point, eBay policy is so fanatically buyer-biased they will literally go to a sellers house with a battering ram and make them pawn their grandmothers wedding ring to reimburse you if you aren't satisfied. eBay can't get blood from a stone, however, so common sense still applies: avoid buying expensive items from a seller with few prior sales in their history, or located in some problematic Eastern European, South American or African countries. IOW, buying from an eBay seller is roughly comparable to buying from an Amazon affiliated seller.

 

Japanese eBay dealers are nearly always perfectly safe, especially in cases like this where the item is mechanical with no optical or mirrored surfaces that might harbor undiscovered fungus issues. A dealer with feedback numbering in the thousands and a 100% current rating is essentially risk-free: eBay definitely has their tentacles in that seller's banking system, and can retrieve your money in the unlikely event of an unresolved dispute. PayPal has its own protection layer, and if you're using a credit card thu either PayPal or eBay's own processing system you are covered by your credit card via chargebacks etc.
