ShunCheung
Hi Celalc, welcome to photo.net. Could you provide more information about your set up? The SB-28 is a pretty old flash from two decades ago in the film era. What camera are you using and what types of wireless transmitters and receivers are you using? heimbrandt
Without more information, it is difficult to say. It may very well be because the flash is TTL but the wireless receivers are more recent and meant for iTTL.

rodeo_joe1
This is like pulling teeth! Does the flash fire manually using the test button? Does the trigger fire another flash, if you have one? Does the flash fire if fitted directly to the camera hotshoe? If the trigger has an indicator light, does that flash when the camera is fired? What triggers are you using? My answer to first 2 is Yes , my camera is canon and when flash fitted to it flash even doesnt wake , before this incident flash woke at the least in hot shoe, triggers are camtraptions wireless for Nikon flash using at canon cameras..
