Creating a image template for a blog

I want to create a template that I can drop my images into when posting to my

blog. I feel like I going around my elbow to... well, you know.

I suspect this is simple, but I am blanking on the correct way to do this.

What I want is basically a heavy white boarder that is wieghted at the bottom,

so that I can drop my logo into it.

 

Someone have any suggestions, or can point me to a resource?
